SEALED PROPOSALS addressed to Mr. Kelvin Knauf, City Manager, 505 W. Cameron, Rockdale, TX 76567, will be received until 2:00 p.m. on Thursday, March 25, 2010, for furnishing all labor, equipment, materials, and supplies necessary for the Rockdale Street Improvement Projects in accordance with the plans and specifications on file at KSA Engineers, Inc. and the City of Rockdale. At the time and date stated above, bids will be opened and publicly read at the City Hall of Rockdale, 505 W. Cameron, Rockdale, TX 76567. The project consists of the following major items:

Double Chip Seal, Street Reconstruction, New Street

Construction, Culvert

Replacement, and Other Miscellaneous Work Relating

to Street Improvements

PLANS AND SPECIFICATIONS may be examined without charge at the City. Proposal forms, specifications, plans, and contract documents may be examined or obtained at the following location: KSA Engineers, Inc., 4833 Spicewood Springs Road, Suite 204, Austin, Texas 78759, (512) 342-6868, (512) 342-6877 fax. One copy of each set of documents may be obtained from KSA for $100.00 (full size), $75.00 (half size), or $25.00 for CD. Price is nonrefundable.

A PRE-BID CONFERENCE will not be conducted.

A CERTIFIED OR CASHIER’S CHECK, or an acceptable bid bond in an amount not less than five percent (5%) of the total bid, shall accompany each bid as a guaranty that, if awarded the contract, the bidder will promptly enter into contract with the City of Rockdale, and furnish bonds on the forms provided.

THE SUCCESSFUL BIDDER OR BIDDERS will be required to furnish a Performance Bond and a Payment Bond, each in the amount of the contract, written by a responsible surety company authorized to do business in the State of Texas, and satisfactory to the Owner as required by Article 5160, V.A.T.C.S.

BIDDERS ARE expected to inspect the site of the work and to inform themselves of all local conditions. Time of substantial completion shall be 120 calendar days.

BIDDERS WILL be allowed to modify or withdraw bids prior to the scheduled closing time for receipt of bids. No bid received after the scheduled closing time for receipt of bids will be accepted or opened. No bid may be with- drawn after the scheduled closing time for receipt of bids for at least 90 calendar days.

IN CASE of ambiguity or lack of clearness stating the price in the bids, the City of Rockdale reserves the right to consider the most advantageous construction thereof, or to reject the bid. The City of Rockdale reserves the right to reject any and all bids and to waive any informality in the bids.

EQUAL OPPORTUNITY IN EMPLOYMENT: Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Rural Affairs and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, age or national origin. The requirements for bidders and contractors under this order are explained in the specifications.

CONTRACT: All contractors/ subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project. Neither the State of Texas nor any of its departments, agencies, or employees is or will be party to this Invitation for Bids or any resulting contract.
