BEVERLY DRIVE DEATH INVESTIGATION UPDATE

(CAMERON) Two people are in custody in connection to the death of a Rockdale woman.

Arrest warrants against 61-year-old Joel Rubio and 65-year-old Terri Ann Frank were served April 7th on the 2nd degree felony charge of Attack by Dog Resulting in Death, also known as Lillian’s Law. These charges stem from an incident December 18, 2024 at a home on Beverly Drive, just outside the city limits of Rockdale. Milam County deputies responded at 1:11PM that day in reference to a deceased female, now identified as 88-year-old Delores Woolverton. Autopsy reports show the victim’s cause of death as Canine Mauling. Seven dogs located on the property at the time were removed and secured. A Justice of the Peace ordered those dogs be euthanized. Investigators determined at least 1 of the dogs involved had a prior history of an unprovoked attack against an AMR employee, fulfilling the requirements for the definition of a dangerous dog as described under Lillian’s Law.
