CITY OF ROCKDALE
Early Notice and Public Review of
a Proposed Activity in a 100-Year
Floodplain
To: All interested Agencies, Groups
and Individuals
This is to give notice that the City of
Rockdale has conducted an evaluation
as required by Executive Order 11988,
in accordance with HUD regulations at
24 CFR 55.20 Subpart C Procedures for
Making Determinations on Floodplain
Management, to determine the potential
affect that its activity in the floodplain will
have on the human environment for the
City of Rockdale Sewer Improvements
Project under the Texas Community
Development Block Grant Program
Contract #7214381. The proposed
project is to prevent major sources of
inflow and infiltration, and avoid future
sanitary sewer overflows by replacing
deteriorated sewer line. Construction
shall consist of installing approximately
1,800 linear feet of 10” and 15” sewer
line, 8 manholes, 180 linear feet of bore,
service reconnections, pavement repair
and associated appurtenances.
Project location: On Bell Street, from
Scarbrough Street to approximately
300’ west, and in the easement from
Bell Street to Mill Street.
The number of acres involved in Zone
A of the 100-Year Floodplain is approximately 1.25 acres. There is no feasible
alternative.
There are three primary purposes for
this notice. First, people who may be
affected by activities in floodplains,
and those who have an interest in the
protection of the natural environment,
should be given an opportunity to
express their concerns and provide
information about these areas. Second,
an adequate public notice program can
be an important public educational tool.
The dissemination of information about
floodplains can facilitate and enhance
Federal efforts to reduce the risks
associated with the occupancy and
modification of these special areas.
Third, as a matter of fairness, when
the Federal government determines it
will participate in actions taking place
in floodplains, it must inform those who
may be put at greater or continued risk.

by the City of Rockdale at the following

Request for Bids
The City of Rockdale, Texas is requesting bids for the purchase of one (1)
Backhoe Loader (equivalent to a John
Deere 310) with a one full year machine
warranty and 3 year/3000 hour power
train warranty to be included in the
price. In addition to the base price, vendor will provide options for purchase of
Wet End Connections, a Cab with AC/
Heat, and a breaker hammer.
The City assumes no responsibility for
bids not processed due to the failure of
the bidder to identify the envelope as a
bid response.
Bids may be sent by mail, courier or
hand delivered to the attention of: City
Secretary, City of Rockdale, 505 W.
Cameron Avenue, Rockdale, Texas
76567 by 4:00PM (CST) on Thursday, March 12, 2015. Faxed or email
documents will not be accepted. Late
submissions will not be accepted. All
proposals shall be signed and dated by
official authorized to bind the Vendor in
legal matters. Bids will be opened and
reviewed by staff. Recommendation
will be made at next city council meeting. Questions and specifications regarding
the New Large Backhoe Loader RFP
sought by the City must be in writing
via e-mail to slindholm@rockdalecityhall.com. The subject line shall read:
“Questions for Backhoe Loader RFP”.
Answers, if any, made by the City will
be sent in writing to all known proposal
bidders and will be published on our
website as an Addendum. The specifications for backhoe loader can also be
located at www.rockdalecityhall.com.
Vendors submitting pricing must respond in writing to all requirements
of this Request for Pricing (RFP). Responses should reflect detailed considerations of the issues and opportunities
presented by this specific project. Any
additional information or tasks that are
felt to be relevant by the responding
firms should be included together with
the submittal requirements.
