NOTICE IS HEREBY GIVEN that the City Council of the City of Rockdale, Texas, will convene at its regular meeting place of said City Council located at 505 West Cameron Avenue, Rockdale, Texas at 5:30 p.m. on November 13, 2017, and, during such meeting, the City Council will consider passage of an ordinance and take such other actions as may be deemed necessary to authorize the issuance of combination tax and revenue certificates of obligation in an aggregate principal amount not to exceed $1,100,000 for the purpose of paying contractual obligations of the City to be incurred for (1) completion of the construction and equipping of a police department building, and (2) the payment of professional services and costs of issuance related thereto. The certificates of obligation will be payable from the levy of an annual ad valorem tax, within the limitations prescribed by law, upon all taxable property within the City, and a limited pledge (not to exceed $1,000) of the surplus revenues of the City’s Water and Wastewater System. COMBINED PROCUREMENT OF ENGINEERING & ADMINISTRATION/PROFESSIONAL SERVICES Pre-Award and Post- Award 2017 Texas General Land Office Community Development Block Grant - Disaster Recovery

PUBLIC NOTICE The City of Rockdale seeks to develop an application to the Texas General Land Office for the 2017 Disaster Recovery grant for eligible activities associated with the Community Development Block Grant-Disaster Recovery Program for flood events which occurred during 2015. Accordingly, the City is separately solliciting (A) proposals from Administrative Consultants for Application Preparation and Project Administration and (B) qualifications from Texas-Registered Engineers to provide engineering services associated to Application Preparation and Project Implementation. Firms and/ or individuals should have past experience with federally funded programs. Please submit 3 copies of your proposal of services and/or a statement of qualifications to: Chris Whittaker, 505 W. Cameron Ave., Rockdale, Texas 76567-2824. Submittals for these services shall be to the City no later than 4:00 pm on October 23, 2017 which is at least ten (10) days after this publication and direct contact dates of RFP/ RFQ. The city may award contracts for these services either as separate contracts or as a single contract for all services as allowed by the GLO. The City reserves the right to negotiate with any and all individuals or firms that submit proposals, as per the Texas Professional Services Procurement Act and the Uniform Grant and Contract Management Standards. Section 3 Residents and Business Concerns, Minority Business Enterprises, Small Business Enterprises and Women Business Enterprises are encouraged to submit proposals.
