ORDINANCE NO. 2016-09- 12 (4B) AN ORDINANCE PROVIDING FOR THE LEVY AND COLLECTION OF AD VALOREM TAXES OF THE CITY OF ROCKDALE, TEXAS, FOR THE YEAR 2016; OCCUPATION TAXES EQUAL TO ONE HALF THE STATE LEVY; AND SPLIT PAYMENT OPTION FOR PAYMENT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR AN EFFECCTIVE DATE; OPEN MEETINGS AND RELATED CLAUSES.
Advertisement and Invitation for Bids
The Southwest Milam Water Supply Corporation will receive sealed bids for their 2016-17 Rockdale and FM 908 Plants Ground Storage Tank Coating Project until 1:30 p.m. on Wednesday, October 12, 2016 at the Southwest Milam Water Supply Corporation’s office at 706 E. Cameron Ave., Rockdale, Texas 76567. The sealed bids will be publicly opened and read aloud at 1:30 p.m. on Wednesday, October 12, 2016 at said office.
Bids are invited for the 2016- 17 Rockdale and FM 908 Plants Ground Storage Tank Coating Project as described in the specifications, including new interior coating systems, exterior coating system touchups, and associated appurtenances.
Bid/Documents, including Technical Specifications, are on file at the Southwest Milam Water Supply Corporation, 706 E. Cameron Avenue (P.O. Box 232) Rockdale, TX 76567 or please call the Corporation at (512) 446-2604. In addition, Bid/Documents and Specifications are on file at the offices of BEFCO Engineering, Inc., 485 N. Jefferson (P. O. Box 615), La Grange, Texas 78945 or (979) 968-6474. For those wishing to obtain their own paper copy of the Contract Documents, a non-refundable deposit of $50.00 will be required to BEFCO for each set. A bid bond in the amount of 5% of the bid, issued by an acceptable surety, shall be submitted with each bid. A certified check or bank draft payable to the Southwest Milam Water Supply Corporation or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.
Attention is called to the fact that not less than the federally determined Department of Labor prevailing wage rates for Milam County, Texas contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, age or national origin.
The Corporation reserves the right to reject any or all bids or to waive any informalities in the bidding.
Bids may be held by the Corporation for a period not to exceed sixty (60) days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.
Project shall be complete and both tanks back in service by March 31, 2017. Each tank can only be out of service for a maximum thirty (30) consecutive calendar days, so all work associated with each tank shall be completed within that 30-day timeframe.
Basis of award will be to the lowest responsive and responsible bidder who provides goods or services using the following criteria: the proposal price; the historical quality of the bidder’s goods or services; and the bidder’s past responsible performance, safety and working relationship with the corporation and other entities.
