NOTICE OF APPLICATION FOR FLUID INJECTION WELL PERMIT Trustar Operating Company, Inc., Suite 102, 4413 Spicewood Springs Rd., Austin, TX 78759 is applying to the Railroad Commission of Texas for a permit to inject fluid into a formation which is productive of oil and gas. The applicant proposes to inject fluid into the Navarro PetroForce-Wa;ter Lease, Well Number 2. The proposed injection well is located 3 miles South of Rockdale in the Minerva-Rockdale Field in Milam County. Fluid will be injected into strata in the subsurface depth interval from 1,629 to 1,639 feet. LEGAL AUTHORITY: Chapter 27 of the Texas Water Code as amended. Title 3 of the Texas Natural Resources Code, as amended, and the Statewide Rules of the Oil and Gas Division of the Railroad Commission of Texas. City Council of the City of Rockdale,
Texas, will convene at its regular
meeting place of said City Council
located at 505 West Cameron Avenue,
Rockdale, Texas at 5:30 p.m. on June
8, 2015, and, during such meeting,
the City Council will consider passage
of an ordinance and take such other
actions as may be deemed necessary
to authorize the issuance of combination tax and revenue certificates of
obligation in an aggregate principal
amount not to exceed $3,000,000
for the purpose of paying contractual
obligations of the City to be incurred for
(1) improvements to the City’s water and
wastewater system; (2) construction of
street improvements throughout the
City; (3) roof repair/replacement on City

Hall and City Library, (4) acquisition of
public safety equipment, (5) acquisition
of street maintenance equipment, (6)
construction and equipping of a new
police department building and the
acquisition of a site therefor, and (7) the
payment of professional services and
costs of issuance related thereto. The
certificates of obligation will be payable
from the levy of an annual ad valorem
tax, within the limitations prescribed by
law, upon all taxable property within the
City, and a limited pledge (not to exceed
$1,000) of the surplus revenues of the
City’s Water and Wastewater System.
The certificates of obligation are to be
issued, and this notice is given, under
and pursuant to the provisions of the
Certificate of Obligation Act of 1971,
as amended, Local Government Code
Section 271.041, et seq.
