School district budget hearing set Monday

The Rockdale ISD school board has scheduled its annual public budget hearing for 5:30 p.m. Monday, June 22, in the Central Administration Building, according to Karl Kacir, RISD assistant superintendent for business.

Rockdale ISD's proposed 2009 budget is based on a $1.2135 tax rate, same as the current rate.

That rate breaks down into $1.04 for maintenance and operation and 17.35 cents for debt service.

Kacir said overall proposed budget expenditures are down 5.1 percent, representing a 7.04-percent decrease in maintenance and operations and a 13.68-percent increase in debt service.

Total appraised values (preliminary figures from the Milam County Appraisal District) in the Rockdale ISD increased from $936,227,464 last year to $1,030,147,752 in 2009.

Taxable values have climbed from $823,892,156 to $991,203,021.

Kacir said calculations required by the state show the average homeowner in the Rockdale ISD will see a slight increase, even with the tax rate remaining the same.

The average market value of a Rockdale ISD residence in 2008- 09 was $76,460. That's climbed to $82,469 this year.

After homestead and senior citizen exemptions offered by the district are subtracted, the average tax burden on a Rockdale ISD home in 2008-09 was calculated at $745.82, compared to $800.05 in 2009-10, an increase of $54.23.

While a $1.2135 tax rate is proposed, the district could adopt a rate of up to $1.224660 without becoming liable for a tax rollback election.

The Rockdale ISD Central Administration Building is located at 520 West Davilla on the campus of Rockdale Elementary School.

The proposed budget lists expenditures of $13,038,000 and a deficit of $801,290.
