Council proceeds with development district

Mayor may ask hospital district to give up sales tax

Rockdale City Council on Monday began the process to form the Municipal Development District, a voter initiative that narrowly passed in May.

Council members directed new City Manager Kelvin Knauf to begin work with an attorney to draw up the necessary paper work. Council members will mull board member selections over the next few weeks.

The council voted to begin with 4 MDD board members (4 to 7 are allowed by law), plus 3 non-voting positions consisting of the city manager and two council members.

Shoemake also said he would ask the Rockdale Hospital District board of directors to relinquish its remaining sales tax.

RHD still collects sales tax in the city limits that existed before the 2000 and 2004 annexations. The hospital district maintains it uses the funds for indigent care needs.

Blackhawk Healthcare, a forprofit entity, leases buildings from the hospital district. Some feel that since Blackhawk runs healthcare operations, it should no longer collect a tax.

"If they don't, we'll consider a petition to force a vote on it," Shoemake said.

The burn ban for Milam County has been lifted. Burning is always prohibited in the county's municipalities.
