SWEARING IN SWEARING IN One new city councilman and one re-elected council member were sworn in to new terms Monday at the Rockdale City Council meeting. Colby Fisher (center) won the west ward council seat being vacated by Allan Miller (background) in the May 12 election, defeating former councilman Tom Fisher, 193 to 114. Incumbent East Ward Councilman Willie Phillips Sr. (right) retained his seat by defeating challenger Donald Brummett, 30 to 27. With the departure of Miller, Phillips becomes the council’s longest-serving member. He is beginning his fifth term. Also during Monday’s session, the council re-elected Mayor Pro Tem Doug Calame unanimously.
