City Secretary earns certification

Reporter/Mike Brown Terry Blanchard, Rockdale’s City Secretary since 2009, has recently completed an extensive, college-level certification course through the Texas Municipal Clerks Association.

The program is administered through The University of North Texas in Denton.

Blanchard finished her final course last month and is now entitled to use the designation of TRMC ( Texas Registered Municipal Clerk).

According to the association, the certification program is a professional development program in which the municipal clerk gains a greater sense of confidence and self- esteem as professional growth and development occur.

Only about half of Texas’ municipalities have municipal clerks who have completed the program and attained certification.

Clerk are required to pass college-level courses in public management and administration, politics, sociology, ethics, local government law, municipal budgets and finances and motivation, public relations, supervision and election laws.

Blanchard will participate in the program’s commencement ceremonies in October, to be held in Irving.
