Recommendations to be implemented

Rockdale’s Municipal Swimming Pool got generally good marks, and a number of recommendations, after a recent inspection by the Texas Municipal League.

City Manager Chris Whittaker said the recommendations would be implemented “as required.”

At the June city council meeting former pool manager Deta Donnelly took the city to task over what she said were numerous safety violations.

Some of the recommendations from the TML also addressed Donnelly’s concerns.

She also expressed concerns about allowing consumption of alcoholic beverages at after-hours parties.

INSPECTION—James Hoskins, Loss Prevention Representative for the TML’s Intergovernmental Risk Pool, inspected the pool and issued a written report.

“Overall the operations and condition of the facility was well maintained and your staff should be congratulated for their efforts,” Hoskins said.

He did recommend the city “review” the permissive consumption of alcohol policies but noted: “The decision of whether to allow alcohol at the pool is ultimately up to the city. If the city chooses to allow alcohol, it is recommended that the city attorney review the pool rental application’s hold harmless (liability) agreement.

Public Works Director Jason Hubbell said the pool meets state standards and is addressing concerns voiced by Donnelly.

Those included safety equipment and signage. He pointed out that each lifeguard carries a flotation device.

LIST—Other recommendations made as a result of the survey included:

• Review staffing levels and maintain a minimum of two lifeguards on duty at all times for after hour rentals.

• “No Trespassing” signs should be installed along the perimeter fencing at the facility.

• Written program developed for the Emergency Action Plan (EAP) and Emergency Evacuation Plan (EEP). These plans should also be made available for public viewing if requested.

• Relocate the backboard along the pool deck to make it more accessible by pool staff during operating hours.

• “No diving” and the international “no diving” symbol should be clearly marked on the pool deck and at least every 25 feet or fraction around the pool where the water depth is 6 feet or less.

• Water chemistry to be checked at least every two hours (documented) or more frequently, depending on the heat, to ensure water quality is within acceptable limits

• Surround the wading pool with a 48-inch fence with a self-closing and self-latching gate. The latch should be located a minimum of 3-½ feet high above the deck.
