The board of directors of the Post Oak Savannah Groundwater Conservation District approved the production and transport fees for 2021 after a public hearing.
The production fee is 1.3 cents per 1,000 gallons permitted and 10 cents per 1,000 gallons permitted for the transport fee. These reflect no change to these fees as well as no change to the district fee schedule from the previous year. Directors also approved the 2021 district budget and amendments to the budget.
The board approved the letter of engagement for the 2020 district audit, welcomed new staff member, Craig Andrews as field tech and issued a resolution to issue a debit card to Andrews. GM Westbrook informed the Board about an issuance of an Operating Permit to Cooks Point Water Supply Corporation for a well to produce less than or equal to 60 gallons per minute and not to exceed 10-acre-feet per year.
Bobby Bazan reported that 221 of the districts monitor wells have been measured in the Fall Measurement Campaign so far.
Bazan also reported on the Groundwater Well Assistance Program which has investigated 31 wells where land owners have reported issues. Of the 33 wells, 29 of them were wells in the Carrizo aquifer. Seven of the wells have been approved to be serviced, and five additional wells will be serviced in the next couple of weeks. The additional wells will need to be serviced.
The district has funds budgeted for the Groundwater Well Assistance Program (GWAP). All but one of the wells simply needed to lower the pumps.
The board heard a presentation, “Update on Evaluation of Monitoring,” and after discussing it, Director Steven Wise said that the board will have to address the desired future conditions (DFC) at the GMA 12 level and that the next public DFC committee meeting will be in December to review the work performed by Intera to date and provide an opportunity for comment.
After an executive session, board President Sidney Youngblood appointed an Ad-Hoc committee to continue investigation and return recommendations to the board in regards to consideration of enforcement actions due to violation of district rules in waste of groundwater involving the Vista Ridge Discharge.

Education Coordinator, Doug Box said the latest Rainwater Harvesting Class was held virtually and had 54 participants. Box also reported that the district is working with the local schools providing water conservation packets for fourth-graders and he is working with i-webcrafters on a complete update to the website.
Gary Westbrook, the general manger of the district, is working with the Texas Water Conservation Association Interim Groundwater Committee on issues of Chapter 36 of the State Water Code. Westbrook is active on three committees.
