At a noon Friday meeting, Rockdale City Council members voted to name a new board for the city’s Municipal Development District, and recall all but one of the current members.
The council named themselves to the MDD board.
New MDD board members are Mayor John King, Richard Coppedge, Denise Wallace, Doug Calame, Brenda Hillhouse and Jason Barcak.
Council member Michelle Larkin, who was already serving on the MDD board, will return.
The MDD board consists of seven members, appointed by the council for twoyear staggered terms, expiring Sept. 30
Members, in addition to Larkin, had been Dr. John M. Weed III, Allan Miller, Dr. Denise Monzingo, Elissa Benford, Joyce Dalley and Brad Caffey.
Four members’ terms expired Wednesday (Sept. 30), Mayor John King wrote in an email.
“At the council meeting on Friday, the city council chose to exercise their authority under Chapter 377 of the Texas Local Government Code to recall the MDD board members and to appoint the city council to the MDD board.
“As there was already one council member on the MDD board with an unexpired term, the decision impacted the two remaining MDD board members.
“The goal of the City Council is to make the best decisions possible for the citizens and the community as a whole,” King wrote in the email to The Reporter.
MDD staff was not changed. “I am looking forward to working with the new board to better the economic growth of the Rockdale community,” said Kara Clore, MDD executive director.
The code, referenced by the mayor, states that to qualify to serve as a director, a person must reside in the municipality that created the district or in that municipality’s extraterritorial jurisdiction. An employee, officer, or member of the governing body of the municipality may serve as a director, but may not have a personal interest in a contract executed by the district other than as an employee, officer, or member of the governing body of the municipality.
The MDD board was to have met Monday but that meeting was canceled.
