This six-inch water line under Rice Street isn’t part of the $48-million project to replace lines in most of Rockdale, but its a forerunner of the way much of Rockdale will look in upcoming years. City Manager Chris Whittaker said another new line is part of an overall street reconstruction project on San Gabriel Street one block to the west. Thirty-one miles of pipe—some of it over 100 years old—are being replaced.
