Council adopts 90.74 cent rate

Rockdale City Council members, meeting online Monday in their regular September session, voted to accept the $100,000 proposal from Collier and Peggy Perry to purchase the Old City Hall building.

The council also formally accepted their proposed 90.74 tax rate.

OLD CITY HALL— There was a change in the timing to restore the 125-year-old structure to its Victorian Era glory.

The council also changed the time limit from 10 years to five years.

The prospective buyers must still agree to the new stipulation.

“I would love to see it sold and see something come of it,” Councilwoman Michelle Larkin said.

The purchase agreement includes the building and a plot of land behind the building.

TAX RATE— After months of planning, discussions and meetings, the City of Rockdale has a budget for the fiscal year 2020-21 after the council approved City Manager Barbara Holly’s offering in a 6-0 vote.

In so doing the council approved levying an ad valorem tax rate of 90.74 cents per $100 evaluation on property in the city.

Council members also voted to send a financial proposal back to the Rockdale Municipal Development District (MDD) because they wanted a more complete proposal.

“Send it back and ask for a line-by-line budget like the one our city manager does. It says it is a summary. They don’t even say it’s a budget,” Councilwoman Belinda Hillhouse said before the rest of the council agreed with her in a unanimous vote.

The council okayed first reading of an amendment to change the times for some of the school zones. This was needed since the school day now has two shifts, due to precautions from the COVID-19 Pandemic.

Holly was given the green light on applying for grants to help fund drainage projects along Allday Street.

The council voted to hire Donald L. Allman, CPA, to do an audit for the fiscal year ending Sept. 30, 2020.

Council members postponed the appointment of MDD board members until Sept. 28, saying the council wanted to learn more about those seeking the spots.
