MILANO—The Post Oak Savannah Groundwater Conservation District (POSGCD) will meet Thursday, Feb. 13, to resume a hearing process begun last year, and possibly take action on a request by Blue Water Vista Ridge LLC to amend drilling and transport permits in connection with the Vista Ridge project.
The meeting will be held in the POSGCD office on US 79 in Milano.
There are two proposed amendments by Vista Ridge LLC, one each for drilling and transport.
The drilling amendment seeks to increase the aggregate Simsboro well field production to 40,835 acre-feet per year, relocate one permitted well site and reinstate previously authorized 3,000 gallons-per-minute instantaneous well production rates for three other wells.
According to the application, it does not seek to change the point of withdrawal to remaining 32 permitted well sites.
It also states the application does not request a change in the purpose or place of use for the produced water referenced by the drilling and operating permit.
The transport amendment seeks to make corresponding changes to Blue Water’s existing transport permit in connection with the aforementioned drilling amendment, if approved by directors.
Those changes would include changes to annual groundwater withdrawal, instantaneous well production rates and well locations.
It also does not request a change in the term, place of use or purpose of the transported water.
The POSGCD agenda states the public hearing will be reconvened from a session held Oct. 3, 2019, and will include a presentations by the applicant, witnesses, examination and cross-examination, oral arguments and closing.
After the president officer closes the record, the agenda states the board of directors will consider a vote, with three possible outcomes:
• Grant the amendments.
• Grant the amendments with special conditions.
• Deny the amendments.
The amendments are in connection with Blue Water Vista Ridge’s plan to pump water from the POSGCD’s jurisdiction to San Antonio.
