At Monday night’s meeting of the RISD Board of Trustees, the board recognized the Varsity Volleyball Team for advancement to the Bi-District Playoffs. Yolianna Castillo received the Texas High School Coaches Association 1st Team Academic All State Award for Volleyball. Jimena Rodriguez-Gamez and Makaila Jackson received the Texas High School Coaches Association 2nd Team Academic All State Award for Volleyball.
T R A NS P OR T A TION—
Assistant Superintendent Pam Kaufmann gave a transpor tation update to review current department personnel, bus routes and student numbers per campus being transported. A map of current routes was also reviewed to identify the location of bus stops throughout the district. A shortage of bus drivers has made transportation a challenge for the district.
MAINTENANCE—
Dr. Monzingo updated the board on pending maintenance projects and completed work orders in the district, highlighting projects completed in-house and projects contracted out.
SICK LEAVE— After board members attended a session at the TASA/TASB Convention in September regarding Sick Leave Pool, Assistant Superintendent Kaufmann reported on Rockdale ISD’s Sick Leave Pool Plan detailing eligibility to request leave, parameters of the plan and number of staff members served.
T- CH A T T— Mrs. Kaufmann reported on the Texas A&M T-CHATT (Texas Child Health Access Through Telemedicine) program available for Rockdale ISD students. T-CHATT is a free service provided to Rockdale ISD that supplies online counseling support for students. The district reports very positive responses from parents and students.
DUAL CREDIT— Dr. Monzingo gave a report on Dual Enrollment vs. Advanced Placement. Rockdale ISD students can earn up to 24 credit hours through Dual Credit courses that are funded by the district. The district will continue to research this topic prior to development of the RHS Course Selection Guide for 2023-2024.
SOLAR— The board adopted the Findings pursuant to Chapter 313 of the Texas Property Tax Code in connection with Application #1836 from Sandow Lakes Ranch Solar II, LLC. The board approved the Agreement for Value Limitation for School District Maintenance and Operations Taxes pursuant to Chapter 313 of the Texas Property Tax Code from Sandow Lakes Ranch Solar II, LLC, Comptroller Application #1836.
FOOD NUTRITION—
The board approved an update to local board policy regarding food nutrition. Due to the change in district-wide free meals, local policies needed to be updated to omit policies that are no longer needed. These include information about meal charges.
AUDIT REPORT—
The Districtwide Intruder Detection Audit Report Findings was discussed in closed session as they include confidential information.
LEASE— The board voted to terminate the lease agreement between Rockdale Independent School District and St. Joseph Regional Health Center dba CHI St. Joseph Regional, a Texas non-profit corporation, for the property located at 1701 Pecos Avenue. This lease agreement was for the HealthPoint clinic which is now the property of Rockdale ISD.
FINANCIAL REPORT— The board approved the October financial report as well as the Quarterly Investment Report as presented. The board also approved a General Operating budget amendment to recognize the value of the property formerly known as the Old Hospital which was donated by the Hospital Board earlier in the year.
FIRST— During the public hearing, the board heard a report on the School FIRST (Financial Accountability Rating System of Texas). The primary goal of School FIRST is to achieve quality performance in the management of school districts’ financial resources. Rockdale ISD received a rating of “A” for “Superior” for rating year 2021-22 under the FIRST financial accountability system. The Board approved to accept this report.
COOP— The board approved to join the TASB Electric Cooperative and authorize the superintendent and/or designee to negotiate an electricity contract when rates become favorable to Rockdale ISD.
RESOLUTION— The board voted to approve a Resolution of the Board of Trustees of Rockdale Independent School District regarding the donation of Real Property to the City of Rockdale including delegation of authority to Superintendent and Board President to effectuate the donation of real property describe as Clark Wells, Block 4, Lot 5-11 and located on West Davilla Avenue.
HIRINGS— The board was informed of the following Non- Cer t if ied Hires: Maria Rodriguez, custodian; Amber Estes, Child Care Provider at the TLC; Jessica De La Rosa, Child Care Provider at the TLC; and Robert Fischer, Instructional Aide at Rockdale Elementary.
RESIGNATIONS—
The board was informed of the following Non-Certified Resignations: Robert Drown, Grounds Keeper and Henry Juarez, Custodian.
